Right off the bat, the background of your draft is distracting and makes the font difficult to read. I suggest either picking a solid or more simple background or using a background setting for your font so it can be read clearly. Also, reconsider the grey color or any color that is difficult to read on the background with similar colors or shades of colors.
The first paragraph from the looks of it and from the first read-through does not state what this project is teaching. I would recommend, always putting the topic in the first point so that it is easy to understand that someone is going to be learning Mandarin. I was confused as to what the Learning Resource was about.
I am also confused as to how the role of educator partakes in this? From the first paragraph, it seems like a lot of videos and screen time as resources to use. What about facilitation or mediation from the instructor other than lecture videos in the course? How can they contact the educator? Are they easy to contact?
Regarding a specific line: ” Lecture and quizzes belong to cognitivism, which is the same as most current education methods”
I personally think that new courses should not be exactly structured like courses today because not all learners benefit from this style of learning. I would suggest trying to create something that is more open and open to discussion between peers so they can connect and compare notes better. I love the idea of the tutor, I think that is a great way to make sure learners are understanding the material easily. It is still a good foundation for structuring a course, I recommend being more aware of how diverse learners process information. Having a new structure for a course does tend to spark more interest in the course which creates better motivation in the learners.

This should also be at the top, with or close to the overview of the course, it shows what audience this project is geared towards, and can make it more clear right from the start that it is for mainly non-English speakers to learn Mandarin. I will also say, that I think it is a fantastic topic overall. As an English speaker, I, unfortunately, did not consider that others want to learn Mandarin who do not speak English as a first language. I think it is a great supportive way to include everyone.
Lastly, one part that could use some more thought is the Diverse learner’s section. I would reconsider more disabling impairments like vision or hearing, even autism, rather than simply no access to a computer or the issue of language. These are points that should be thought about already in the project as they are too common and many people would already have these issues in the course.

Yes, it is an obstacle that many cannot access computers due to finances or other issues depending on where they live globally. If your course is an online course, it should automatically mean that someone can already access your course via any digital device. Your course is already geared towards people who have English as a second language so if I were to enroll in this course, I would already expect there to be catering to multiple languages, including the one I may already speak.
To reflect on:
What would this course look like not in the COVID-19 era? Thinking about the future, also consider life after the pandemic, is this still going to be an online course or face-to-face? Are the resources going to change due to in-person learning? Considering that this course is not during the COVID-19 Pandemic, What would be different? What stays the same? How would you cater to new groups of learners with different needs?
Overall, I think this is a great topic, not a lot of people consider learning a different language starting from English as a second language. I know how hard learning a language can be, I already have tried learning 3, so this I think would be popular. Great job on choosing a topic, it’s creative!
